Major telephone companies mull blocking IP

Major telcos that are supporting a call to block the ip address 81.192.0.0/16 include PLDT, Digitel and Eastern. Globe is still consulting with their legal department on this action.

The NCC advisory on the identification of the IP block has enabled the telcos mentioned above to enforce protective measures against the hacker. This high level show of unity is unprecendented in the history of Philippine Internet. Bitstop expresses our appreciation for the show of support to the www.gov.ph website.

Just to clarify something about blocking the Moroccon IP block.

The NCC advisory is listed as an article in our website. NCC asked to see the logs. We supplied it to them and they have asked us to block it. We shared the NCC advisory with our friends in the ISP community. 8/14/2004 1:35 PM | wilson

pathetic NCC. are those the only ip addresses that can be utilized by these equally stupid morrocan haxors? even if you block that ip block, they can always use one or hundreds of the other billions of ips available. so what about legitimate users of those ip addresses block by the NCC? what if a pinoy in morroco connected to the isp using that ip block want to access philippine government sites? 8/14/2004 3:09 PM | baletongeg

let us take the scenario a bit further. Suppose not only one pinoy is there, but say a couple of thousand pinoys and their friends suddenly find themselves unable to browse any philippine website.

What happens then?

I would think they would either complain, or switch to the 6 other ISP in morocco. In which case, we hope will the IP owner of 81.192.0.0 will start to notice the Philippine request for assistance. 8/14/2004 6:46 PM | wilson

Dear PI Flashbulb,

There may be better ways to go about this, and there may be more direct actions that can be taken, but for now, let us support NCC's advisory.

The NCC advisory does not negate or hamper the other actions that are being done in parallel by other agencies concerning this defacement.

I told you before I will support the government in its action no matter what.

I will reject the IP block in the networks under my control but I will not stop criticizing the NCC for that decision which I believe to be ill advised (and good thing it did not come from you)

What the heck there are only 250 registered OFWs in Morocco.

Do you think a domestic helper inside an internet cafe will know why she cannot access the .gov.ph site?

With what is going on I will not be surprised if the geniueses at the NCC will recommend that solution.

The IP of the Maroc Telecoms is now blocked right? What if ScriptX is intelligent enough to switch to Acdim, Africa Online, Cyber Mania, Extranet, ONPT or Dala Al Baraka? Will the NCC also block them? 8/15/2004 11:03 AM | pi flashbulb

Blocking the ip address or the ip block used by the hacker is a USELESS solution. ;). Do they (NCC geniueses as you mentioned) think that blocking the ip address/es used by the hacker will stop him from defacing again the www.gov.ph site? heh!

Do they think that the hacker from morocco is not smart enough to know that his ip is being blocked from our side and not change ISPs or log on to another hacked server from other countries and start his attack from there? What a pathetic solution! hehehehehe

The best solution right now is to proactively secure the site, coordinate with the authorities from morocco if they(our government) want to prosecute and stop PLDT, Digitel, Eastern and Globe from implementing their(NCC geniueses) stupid solution (ip block). ;)

I think the idea behind the IP block is to get the attention of the Morrocan network and to do something about the attacks. We all know that merely blocking the IP address will not stop the hacker but we're also sending a signal to all other networks that ignoring complaints of network abuse will not be tolerated. Dear Baletongeg

Fortunately for us, the bigger ISPs DO respond to Abuse complaints--Negating the need for blocking their IPs. The concept is much like FIGHTBACK of dshield.org.

Come to think of it, why not encourage networks to subscribe to FIGHTBACK service of dshield.org? This would allow for automatic blocking of any offending IP, without the need for manual intervention.

Also, blocking of IP is not the only option available for NCC. There are a lot more that can be done. This is an initial first step. We would certainly welcome innovative ideas or ways of dealing with this. 8/17/2004 10:33 AM | wilson

The thing about the blockade is, for it to work, you need to get a lot of ISPs to support it, only then will it be effective. So it really is very , very hard to do.

What other agencies are doing parallel actions with that of the NCC?

If the TFSCI is doing the parallel work, then we might as well forget it. I reported to them yesterday that a site under DENR is hackable, as of today, that site is still open.

Government agencies with their bunch of useless staff should be asked to get their hands off with the investigation. ISPs should be given free hand to do their thing.

The NCC geniuses must be sleeping soundly with their recommendation to ban the IP now in place.

If this has been a real war, the Philippine government thru the recommendation of the NCC opted to retaliate with water gun. Banning the IP is not only useless but an ill-advised moronic action. 8/17/2004 2:19 PM | PI Flashbulb

One thing an ISP fears the most is a subscriber with a complaint that they can not access a given site.

For example, DALNET bans the IP block of abusive chatters. Unless the ISP does something about it, the users in his network can not access DALNET. The block can only be lifted once the sysads of the IP block coordinates or replies to DALNET. The same thing is true with OPEN mail relays that are black listed. The only way we can get the open relays to fix their limit, is when their users complain about emails bouncing back to them. The list goes on.

So, what is happening now, is not something new. It is one way ISPs in other countries get other ISPs to work with one another and to cooperate and clamp down on their abusive users.

Is this why i can't access IFM 93.9 in England. The best music in England is broadcast from the Philippines over the internet. I am not a happy bunny. can anyone confirm this is the problem for me, or am i just a little dim when it comes to internet settings etc.

Bring back Mindanao Radio soon please.

Dear Mr davis,

The RMN radio feeds are temporarily disabled due to the station's problem with their last mile internet connection. Their DSL link is down. This is not related to the blockade of the hacker's IP.

RMN should be online soon.

this is really interesting.

i think this is just another case of putting a plastic strip over one problem (the problem of cracking), and thus, a solution that tries to point an accusing finger to anyone else except the real person who needs to be blamed.

website and server administrators should realize that by connecting their servers to the internet will always invite someone to find a way in, and worse, mess up with what you have.

there are two solutions to the defacement problem of the gov.ph website and any other website at that: (a) remove the server from the net (which i think no one would accept in the first place), and (b) make sure that server is fully secured, monitored, properly patched, as well as making sure that all proxies that are not necessarily used are closed.

c'mon guys! there will always be a cracker somewhere in the world. by banning an ip address, or even a block would not prevent anyone from committing the same crime. there are lots of free proxy servers in the world that anyone can use, and not all the bad guys live morocco. 8/23/2004 12:39 AM | dennis lazo

nag subscribe ako ng dalawang dsl line para mayroon akong dalawang static ip at dalawang server, kaso walang kwenta siya ngayon dahil wala akong port forwarding walang port 80 at port 21 walang kwenta ngayon ang aking server at dsl line, na binabayaran kong sobrang mahal..sana naman huwag ganiyan..Sta. Hi Pipol, Please don't Blame the NCC and all company concern. It's just that they want to prove us that they really want to help eliminate hackers but the bad side is that they really can't because unlike hackers they don't have the head.

Kung hindi ba naman sila mga stupid mammals, if i am a hacker i would be first concerned of my security para walang huli at walang mawawala sakin in all cases. Kaya ang mga hackers, crackers, freak na mga yan marunong ng magpalit ng IP, proxy IP at kung ano ano pa bago pa man sila maghack, lalo na kng dial Up ang gamit nila. je suis un marocain et je vous dis que tout ça sa changera rien , car meme si vous faite un bloc ip il y a plusieur façon de pénétré sur un autre adresse ip dans un autre coin de monde et cette méthode est trop façille donc c'est pas la piens de nous bloquer nous ip et je connais beaucoup de hackers marocain grace au chat et franchement et sont capable de tout meme si vous faite tout ces moyen ils attackrant s'ils veulles , moi meme j'ai reussi a hacker des site pas beaucoup sécurisé mais j'ai reussi comme meme grace a des hackers marocain qui m'ont montré comment faire et la je chérche a hacker un serveur beaucoup plus sécurisé et je croi que grace a vous j'ai trouvé ma çible , je vous donne un exsemple il y a plusieur site de tel sur internet qui offre 15 min ou bien 30min gratuit au nouveau client inscré et la majorité de ces site on fait un bloc ip au marocain mais quand meme il sont inscré et moi meme j'étai inscré grace un room de déscution marocain ou ils ont donné un cours comment faire et on étai présque 100 pérsonne dans sur room vous voyais .
